Departmental Overview

Contracts and Grants Accounting provides the following support for sponsored awards: Award setup in UC Berkeley's financial systems, financial reporting and analysis, invoicing, accounts receivable collections, cash management, audit coordination, effort report coordination, and campus wide training and technical assistance.

Position Summary

C&G Supervisors in CGA provide the critical role of review and approval of all analyst award setups, financial reporting, billing, closeouts and AR escalations for Contracts and Grants at UC Berkeley. The supervisor trains new and lower level staff members, provide coverage for all absences on their teams, and provide award management support to BRS which often includes communicating difficult issues to the PIs and Sponsors.

The supervisor currently manages a team of 4 analysts covering approximately one fourth of the campus C&G portfolio, i.e. ~ 900 active awards, over $1 billion in total award value for open contracts and $20 million in monthly billing. In a typical month, the supervisor closely oversees the closeout of ~25 awards each month.

Responsibilities

• Reviews and approves new award setup and modifications in PeopleSoft Contracts and Grants suite to ensure accuracy of data in accordance with the award's terms and conditions.
• Ensures award setup is performed within the CGA and campus established time frame and policies.
• Meet deadlines and resolve problems and inquiries related to contracts and grants in a timely manner.
• Serve as a backup for other CGA members when needed, and perform other tasks and duties as deemed appropriate by the manager.
• Ensure departments and third parties are provided with excellent customer service.
• Reviews post award activities performed by Award Analysts and develops monitoring tools to ensure awards' compliance with federal, campus, specific award terms and conditions and other regulatory requirements.
• Provides guidance to staff and departments and may serve in a "lead" capacity on project assignments, and contracts and grants compliance requirements.
• Reviews and approves closeout activities performed by Award Analysts to ensure proper closeout of awards and timely financial reporting; ensures financial transactions (e.g., overhead allocation/calculation and cost share reporting) are accurate and complete.
• Ensures closeout procedures (including inactivating and re-activating funds) are performed within the CGA, campus and federal agency time frame and policies
• Routinely conducts data analysis and reviews reports to monitor Award Analyst performance.
• Assists in providing supporting documents of audits as directed by the manager.
• Provides training and professional development, either formally or on-the-job for staff to ensure subject matter knowledge in appropriate areas (e.g., sponsored project administration, post-award administration, etc.).
• Delivers specialized training and / or develops content for education workshops in the area of research administration, grant- writing, and other activities to enhance funding opportunities for the organization.
• Recommends hiring of new employees, salary actions, terminations, and performance ratings.
• Evaluates performance and competency and defines development goals.
• Serves as a role model for assigned staff of technical expertise, professionalism, and excellent communication.
• Provides general guidance and advice to subordinates, and holds staff meetings on a regular basis to monitor status updates on projects.
• Makes recommendations to CGA manager regarding promotional opportunities or reclassification of Award Analyst positions.
• Notifies CGA manager immediately of any performance issues within the team and recommends to the manager the issuance of written warnings and leads performance improvement reviews and actions. Resolves grievances or complaints or formulates and recommends a resolution to grievances or complaints to CGA manager.
• Independently gathers information as needed to perform financial analysis.
• Prepares journal entries; maintains and reconciles ledger accounts.

Required Qualifications

• Thorough knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.
• Thorough knowledge of Code of Federal Regulations, sponsor-specific policies, Federal Acquisition Regulation, application of indirect cost rates and other complex concepts in financial research administration.
• Thorough knowledge of and/or can quickly learn and ability to interpret and apply sponsor, institutional and departmental policies.
• Knowledge of current compliance regulations in all areas of research administration.
• Ability to manage high volume and complex transactions.
• Ability to perform highly complex financial analysis and customized reporting.
• Thorough knowledge of and/or can quickly learn policy and its interpretations.
• Demonstrated advanced knowledge of fund accounting, generally accepted accounting, fiscal and reporting principles.
• Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
• Proficiency in use of common desktop/web applications.
• Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
• Bachelor's degree in related area and/or equivalent experience/training.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $106,000.00 - $120,000.00.

• This is a full-time (40 hrs a week), career position that is eligible for UC Benefits.
